Veterans Education Benefits

Qualified veterans and the dependents of deceased or disabled veterans whose death or disability is a direct result of their military service may be eligible for VA educational benefits under one of the following programs while attending Rice University:

Hazelwood Act
Chapter 30: Montgomery G.I. Bill-Active Duty/Discharged

Chapter 31: Vocational Rehabilitation
Chapter 32: Veterans Educational Assistance Program (VEAP)
Chapter 33: Post 9/11 G.I. Bill
Chapter 35: Dependents Education Assistance
Chapter 1606: Montgomery G.I. Bill-Selected Reserve
Chapter 1607: Reserve Education Assistance Program (REAP)

Hazelwood Act

The purpose of the Hazelwood Act is to provide education benefits to honorably discharged or separated Texas veterans, or to qualified dependent children. As a private education institution, Rice University does not participate in the Hazelwood Act exemptions.

Chapters 30, 32, 1606 or 1607

  1. Veterans who wish to use their VA educational benefits for the first time should apply online at http://www.gibill.va.govexternal_link and complete a Form 22-1990, Application for Educational Benefits, to receive a Certificate of Eligibility.
  2. If educational benefits have previously been used complete a Form 22-1995, Change of Program or Place of Training, online at http://www.gibill.va.govexternal_link to receive a Certificate of Eligibility.
  3. Submit the following items to the Rice University Office of the Registrar: 
    • Certificate of Eligibility
    • Certificate of Release of Discharge from Active Duty (DD-214)
    • Official academic transcripts from previously attended colleges and/or universities
    • VA Information SheetPDF
    • VA Degree PlanPDF

Chapter 33

  1. Veterans who wish to use their VA educational benefits for the first time should apply online at http://www.gibill.va.govexternal_link and complete a Form 22-1990, Application for Educational Benefits, to receive a Certificate of Eligibility.
  2. If educational benefits have previously been used, complete a Form 22-1995, Change of Program or Place of Training, online at http://www.gibill.va.gov to receive a Certificate of Eligibility.
  3. Submit the following items to the Rice University Office of the Registrar:
    • Certificate of Eligibility
    • Certificate of Release of Discharge from Active Duty (DD-214)

Please be advised that in order to receive additional funding through the Yellow Ribbon ProgramPDF you must be at 100% eligibility as defined by the Department of Veteran Affairs.

Please Note: Active duty personnel do not qualify for the Yellow Ribbon Program.

Chapter 35

  1. Qualified dependents who wish to use their VA educational benefits for the first time should apply online at http://www.gibill.va.govexternal_link and complete a Form 22-5490, Application for Survivors' and Dependents' Educational Assistance, to receive a Certificate/Letter of Eligibility. 
  2. If educational benefits have previously been used complete a Form 22-1995, Change of Program or Place of Training, online at http://www.gibill.va.govexternal_link to receive a Certificate of Eligibility.
  3. Submit the following items to the Rice University Office of the Registrar:

Disabled veterans desiring to further their education under the VA Vocational Rehabilitation program should contact the Veterans Administration Counseling and Training Office at 713-383-1985.
